BAY HAVEN CHARTER ACADEMY
SCHOOL ADVISORY COMMITTEE
By-Laws
Section 1: The name of the organization shall be the Bay Haven Charter Academy (BHCA) School Advisory Council (SAC).
Section 2: The Purpose of the organization shall be to perform such functions as are prescribed by regulations of the BHCA Board of Directors, assist in preparing and evaluating the School Improvement Plan and provide assistance in the preparation of the school's annual budget.
Section 3: The membership shall consist of the principal and an appropriately balanced number of teachers, support personnel, parents and other business and community citizens who are representatives of the ethnic, racial and economic community served by the school.
Section 4: The officers of the organization shall be the president, vice-president, secretary and treasurer. The SAC executive board is comprised of these four officers. The term of office for each officer shall be from the October general meeting to the October general meeting of the following year. The officers shall be elected by quorum at the October meeting. The president shall be responsible for the agenda for the SAC meetings, conducting business of the organization and serve as liaison with the school. In the absence of the president, the vice-president shall perform the duties of the president. The secretary keeps records, disseminates and keeps a record of the general meeting and any Executive Board meetings minutes. The treasurer prepares the budget with the assistance of the Executive Board, and keeps records of expenditures serving as liaison with the school bookkeeper.
Section 5: A minimum of eight monthly meetings will be held. Meetings will be held at 5 PM on the third Thursday of each month. Seven days notice will be provided when circumstances demand a change in meeting time, date, or place. Three days advance notice in writing will be provided for all voting matters.
Section 6: Meetings will be conducted according to Roberts Rules of Order Revised.
Section 7: A voting quorum shall consist of the majority of the membership to be defined as 51%.
Section 8: Members who have resigned or have two unexcused absences will be removed from the Council according to Florida Statute 229.58. The executive committee will appoint replacements in the event the membership falls below ten.
Section 9: School improvement funds shall be expended according to the established budget and in compliance with the General Appropriations Act and the policies of Bay District Schools and the general BHCA Board of Directors.
Section 10: Bylaws may be amended by a majority vote per Section 7.
